I am thinkin on creating a fansite for Mitsubishi Eclipses. What I am unsure though is what kind of software I would need for certain parts.

I would want it so people can upload photos for their cars and blogs for projects.

what would I need for the blogs and user profile galleries? I guess the best visual I can give would be this site: http://www.tuningfever.fr/fr/pics/cat-194-eclipse/pic-314444-mitsu-eclipse.php (which is how I will custom mine :D)

Also could you have that so you would only need to register once for all that and a forum?

vBulletin + Blog can handle that:

It is a forum, with a blogging addon. I do not know if there is a gallery type of plugin you can use with vBulletin or not though.

Alternatively, you can use Wordpress Mu, which allows people to create their own blogs. You can also use Gallery, which allows other people to create their own gallery account. I do not know if these logins can be combined or not though.
 
I forgot to mention I would have to use free stuff (likely in fantastico if applicable) since i havent a job at this time due to disability.
 
try Joomla! or Drupal CMS for your needs:
it allows users registration and they would be able to easily upload their images and posts
 
I will look into those. I thought a CMS may work, just never put the time into seeing how they operate.
