Who doesn't allow reselling? I'm sure any host would allow you to resell their services. Whether they have a reselling plan available or not... I.E. affiliate program, refer a friend - get a free month of hosting, etc.

If you need PHP, then you could convert the MS Access database. Here is an article on it:

If he needs MS Access databases and doesn't want to convert to another database, then he *needs* an NT host who supports ASP. I think most of the hosts that you guys recommended only have linux servers.
