Well that sounds rather pointless to me. What would be the point of gaining extra visitors to your site if they didn't understand the content.
Most sites that pay for traffic do so because they're selling a product or service, and those from other countries are less likely to purchase...

Seriously though, I don't think a truly global traffic program would work. It would be better to specialise in a certain (non-US) country - especially at first.
If the idea catches on, separate programs could be included...

That site doesn't appear to offer targetted banner advertisements - all their links lead to a single search engine, and they don't seem too fussy about how you (mis)represent them.
I'd rather not mislead my visitors, and I'd prefer advertisements for multiple (related) sites and services in...
I'm considering starting a games related forum, and was wondering if any of you knew of an ad company that will allow their (targetted) banners to be added to a startup forum.
Traffic will initially be low, and I don't want any popups, which narrows the choices quite a bit I would think...

Well, if I were choosing a free forum, I'd probably go for IkonBoard (Perl) or InvisionBoard (PHP) rather than the others you've mentioned.
You could then use the $160 you were going to spend on vBulletin to purchase two years (or so) of hosting, or upgrade your existing package to get extra...
Typhlosion: Have you considered using a remotely hosted forum service? They tend to be more reliable than using free hosting, as the servers are usually configured specifically for use with a particular forum and mailing facilities are usually enabled as they can only be used for forum related...
All sites are unavailable or slow from time to time - even one as big and popular as Yahoo.
You can't really judge a host's services from one visit. To make a fair assessment you need to have an active account with them for several weeks at least.
