I'd put my bet on SingleHop.com . They have easy integration with some of the popular billing systems like HostBill.

There's http://instant-deploy.com/ for $3, but I don't trust them, I've read lots of bad reviews around the net about them. Other than that, the cheapest I know of is GoDaddy for the first year.
