I have a reseller account. Is it possible to give users forced adds without having hsphere?

yes, but you'd need to create a script or get one created. If you're using a control panel, it would be quite difficult.

To put automaticly forced ads you need to install apache module called mod_layout. For that you need root access, which you cant have with a reseller. There is no other way

you will not be able to do this without root access unless you use a custom control panel made to force ads into the users sites. There is one i know of off the top of my head thats free. Pm me and i will give you the link or send you the files however we have tried to use this and never got it to work but others have.
