I'm still going by your original question, though in re-reading it, it seems to indicate that you might be talking about two different things at the same time. Maybe you are confusing the terms a bit?
Registrar is the place at which the domain is registered (ie: gkg or networksolutions, etc.).
Registrant is the person or entity that registered the domain (ie: you).
One is transfering a domain from gkg to another
registrar. This should be free (on gkg's side), and will only cost you the one year fee of registering a domain at the new registrar (the one year fee will also add a year to your current registration term so you really aren't being charged a fee exactly).
The second is transferring a domain from one
registrant to another. This would happen if you sold the domain, etc. The fees for this are not stated in the excerpts of the TOS you quoted, and I am not familiar with gkg's fees for this (though there might not even be any).
The $200 you mentioned is
only would only be impossed after the following scenario:
You register a domain with a credit card. You them call the bank that issued the credit card and state that you did not make that purchase and you want the charge removed from your bill (this is commonly known as a chargeback).
Now, since you refused the charge, and it was taken off your bill, you haven't paid gkg for the domain. In this case, ownership of the domain reverts to gkg (not you), and if you want to get the domain back (retain ownsership), you'd have to pay them $200 to shift ownership back into your name. This isn't something you need to worry about unless you are trying to scam gkg by refusing to accept the charge that you made.
If you can't find information on gkg's sitre re: ownership changes and possible fees, you should shoot an email to gkg asking:
"I cannot find information about possible fees associated with transferring a domain that I own, from one registrant to another registrant, and I was wondering if there are special procedures I need to follow?"
