Why are you asking this guy for a broadcasting license?
A broadcasting license is needed to use a certain part of a radio frequency, which he will not be, it's shoutcast.

Are you meaning to ask him for a license to play copyrighted music?

If he is just going to be hosting some choones' he whipped up himself, there is no need for a license of any sort.

Without a license, its illegal.
