I think you should think about getting a dedicated server instead, and I'm sure it will be much much more than $14.95/m

With that spec, you're looking at least $70/month. Whoever you had before must be overselling a lot, because 400 Gig BW is not very cheap.

As others have said above you need to raise your budget to around $80 - $100 per month. Anything less and you will most likely end up on an oversold server with a poor uptime record and a high server load etc.

For such a requirement, the budget is very low. You really need to increase your budget to $70 atleast.

You are going to find it difficult to locate a host that will allow you to host such content. It is illegal it distribute copyrighted content without permission of the copyright holder and therefore anyone who offers you hosting is breaking the law. They will eventually be forced to remove the files.
