Link wheeling is link spamming and just Black Hat SEO. If Google catches you, your domain will get banned from Google for at least 3 months!

It doesn't matter if you have 10.000 backlinks or just 10.
The backlinks should come from high quality websites, Google even prefers just 10 links from high qualtity websites over for example 10.000 blog comments.

True, but then it would be White Hat... not sure if you want to write 10.000 articles.
You still should build that linkwheel very very slowly as Google will catch all those backlinks and see it as spam anyway.
