Although I really do not approve of this host, this measure is more likely to help cut down on countries that stereotypically abuse by hosting illegal material. Most free hosting companies will limit the language to English, as they would want to know what is being placed on their servers and would be quite difficult if they cannot read Chinese, Arabic, Russian, etc.
