behold the results of another of my random boredom-induced FWP searches!
macrules.com (macintosh sites only) - 10MB, some unspecified bandwidth limit, FTP upload, subdomain (lots to choose from) or domain URL, email, preinstalled CGI scripts, no adult stuff (woohoo! naked iMacs!)
world3.com - 25MB, subdomain, preinstalled CGI, FTP/Browser upload, file manager, 300kb file size limit, banner
aztecaonline.net (Spanish) - "unlimited" space, subdomain, FTP/browser upload, popup. I think. I don't speak Spanish.
linuxsupportline.com (Linux/OSS/FreeBSD sites only) - /~you URL, FTP upload. Doesn't mention space, bandwidth, CGI or ads.
yourhome4.com - 35MB, unlimited bandwidth, web-based email, pre-installed CGI (formmail, guestbook, message board, mailinglist), banner, /community/you url
freeflights.net (French/Dutch) - ASP and good stuff like that, but it seems to crash Linux Netscape. Maybe you Windows/Mac folks will have better luck...
phreak.co.uk ("for strange stuff") - 10MB, mail/CGI/sql/etc on request, textlink required. Probably restrictive or something.
namely.net - subdomain (tons to choose from), web-based email, 10MB quota (for BOTH web & mail), frontpage, lots of remote CGI, FTP/Browser upload, 4MB file size limit, banner
