If someone just registers a domain for me, I am willing to do the following: whole site design, scripting (Perl or PHP), or graphics. I am an expert in all three for over 4 years now. You could register it with your local ISP. If I'm not mistaken, I think 000domains.com take money orders so you might want to get in contact with them.
