best/fastest program to convert AVI => MPEG

What is the best and fastest program to convert AVI -> mpeg (or VCD format)

I need a fast one because the one I downloaded before was sooooo slow and crashy

You will find that all conversion is crap and takes a lotta time

I haven't found a single decent program out there for that, personally I'm trying to find a program that does mpeg => avi properly without excessive amounts of lost data.
Mainly cause I wanted to do some video editing and mpeg or mpg isn't accepted in Adobe Premiere! Annoying!!! :cry2:
