We really need to stop this guy, maybe we should find out who his DC is and see what they say.

he doesnt just use 1 datacenter, as patrick mentioned he purchases reseller or vps servers from any hosting company he feels like, then sells off it.

He never purchases a dedicated server etc.

but you see what's confusing in that the website is physically online right now .... so what's the problem, what's being waited on, also what's this website actually going to actively do to stop fraud ??

I have some programmatic ideas I'd like to put forward to the owner ..... who is it ??

Whats being built is the whole website (design, databases, programming etc.) This takes time as it must be 100% secure. As there are semi personal details that will be stored.
