You wont get anywhere near your request for your budget, your budget just about meets the cost of the fully managed service with daily scans and good firewall and anti-viruis software.

for $150 you would only get the server if your lucky.

no backup's
no antivirus
no clientexec
no fully managed
no hardware firewall (a possible install off apf firewall software)
hit or miss with the 100mb line.

for your configuration please at least have a budget off $250 +
 
as everyone has stated your budget is way under where it needs to be. If you are looking to start a hosting firm you may want to consider a reseller account/vps.
