Can't find a normal host!

I can't seem to find a good host. I don't think I'm asking too much....

I don't want popup ads. Banners or text links are fine, but no popups.
No inactivity limit - This eliminated alot of sites
Good amount of bandwidth - 5GB or more
SQL Database - I could get an external one, but prefrably I want a local one
.htacess OR CPanal -- I need to support RDF file types
PHP files

That's about it. Is that too much?

EDIT:

I used to use PHP0h.com, but they just deleted my site, even though I made sure it didn't break any rules, and didn't respond to mny emails.

I tried signing up for x10Hosting, but they are having signup problems.

I made a firefox extention for the game maker community that uses some PHP scripts. I need to host the scripts, and the extention, and have a site about it.
 
Is one post per month too hard for you?

no. The reason I didn't want an inactivity limit is becasue I may not be able to be that active too often.

So no forum postings either.

The truth is, there no such thing as free web host. Somewhere along the way there will be costs. If you will be inactive, it's either you have to put ads to compensate for the cost or the host is too stupid enough to not notice it.

I use it... I'm not sure how long your going to be inactive for though...I'd upload a few files every once in a while.

All blacklists are 3rd party services such as SpamCop and a few others
and we have no control over what IP is or is not listed in those blacklists.

We only subscribe to those blacklists reporting confirmed known spammers,
open proxy servers, and confirmed virus infection sources.

In some cases, we can put in an override to allow you to go ahead and
signup but it really depends more specifically WHY your IP is blacklisted.
