i'm looking for hosting to set up a friends site,

the site will be a forum to talk about his interest in tellyvision programs,,

he has an offer for paid hosting, but as he is disabled and doesn't work i was looking to see if i could get him a free offer or cheaper than already offered

Running phpBB would be. But, you would need to register a forum account and then request the hosting. As for upgrades, you can gladly start posting or switch to an ad-supported plan. Or, if you want, you can purchase a paid plan.
