No, it means a host is willing to provide a FREE service.

BUT not learn a load of other languages to do you a favour as well.

OR they could just trust everyone to be good and not abuse and take down a service that is being used by others who don't abuse it.

In short - if your site is not in a language understood by the hosts staff they cannot effectively monitor and maintain their hosting service to it's best, so anyone complaining about this is simply being selfish.

Instead, post in requests with your preferred language clearly stated and see if anyone can help. That way you can even get support in your native/preferred language so no barriers with misunderstanding your host.

To give another example (as we are a host that doesn't allow non-English content, under most circumstances), we have had clients in the past run warez, illegal porn, etc. sites in Arabic, Russian, French, you name it! As administrators, it was nearly impossible for us to catch these sites and shut them down before they caused issues. We would get a complaint for content or copyright violation or such, and have absolutely no clue what was going on, as we couldn't read the client's content.

And that was on paid hosting! Imagine allowing the different languages in free hosting. You're really just asking for trouble from an administrative point-of-view.
