i think it's a correct price, but there is a problem, i don't have a credit card and live in hungary, europe...

For $20 a year, one can get domain hosting, 10-20 megs of space, a gig of transfer, cgi, php4, mysql might be pushing it, but everything else, definitely.

Also, maybe it's just me, but some of these free hosts work so hard to get their server off of the ground quickly; when, in my opinion, they should really get everything set up (read: subdomains, ftp, etc.) and then open.
