Horizantal background CSS

I am working on a website design project and want to have a bar of color about a fifth of the way down the page that becomes the background of the menu.

The page will be centered. Here is an example. http://sephora.com

I tried it with an image, but it does not line up in all browsers.

Can anyone help?

Edit the CSS to make it work with other browsers using the

<!--[if lte IE 6]><![Endif]-->

tags.
