how do I make cool menus?

Hey guys.

I was wondering...how do I make those cool menus that when you hover of a piece of text, a menu comes out with more headings, like a start menu if you know what I mean?

I want it kinda like that!

Is there an easy way to create this? HTML? Or is it more advanced, like JavaScript or something? Is there are template I can use or a program or a utility within a program I could use?

OK I've just realised it is JavaScript based, but it looks kinda complicated.

Is there an easier way to go around this, other than just copying the HTML and editing it til I get it right?
