I know some offer that on the shared accounts, but they are not resellers. VPS or dedicated should help you and there you will have possibility to oversell if you want to (but that is not recommended by me).

Try to go with http://www.cirtexhosting.com/resellers.shtml if you have the cash. Installing those features with a VPS or a dedicated server is a pain unless you buy management or your server provider can do an installation of those requirements.
