Looking for reliable hosting.

Here I am again, looking for hosting. The current host I have isn't exactly terrible, and I can't put my finger on why, but I'm simply not satisfied with them. Here's what I'm looking for in a nice, clean, easy-to-read list:

• Disk Space: Anything below 1GB
• Bandwidth: Anything below 5GB
• Scripting Languages: PHP+MySQL, RubyOnRails. (RubyOnRails isn't required but it's a big plus.)
• Features: FTP, Addon Domains. I currently own two domains, BELLYACHE-BANQUET.COM and EHKO.NET. EHKO.NET will be the main account, BELLYACHE-BANQUET.COM would be the addon domain.
• Control Panel: cPanel is preferred, but I'll go with anything but DirectAdmin and LayeredPanel.
• Requirements: I'm not a big forum person. I know it's nearly unreasonable to ask for no post-to-host with free hosts these days, but I only have about $9 I can spend right now, so I have to go with free.

Notice how I didn't ask for a certain amount of disk space and bandwidth, but instead asked for something below an outrageous amount. I believe that the hosts out there that give away giga-bytes of free hosting in return for nothing have no business plan and will ultimately shut down. So, I'm asking for a reasonable plan to ensure that you're a reliable host.
