You must mean this one?

Hosts are allowed to post answers about their company and services if asked by someone on the board. They are also allowed to reply to a request for hosting services if the following conditions are met:

When answering a request, you must include
1. The URL to the plan
2. The price
3. Describe or name the features that match the original request.
 
I thought that meant if the question was specfic to your host? oh heck i dunno, i could be wrong if i am pardon me i do apologise.

web-mail... just install a free script (cgi/php)

domain registrar: wrong forum.
but i would recommend godaddy
got 2 domains there. and they are really cheap and got good support and you can change stuff on your own...
