hello i am looking for a web host, a really good and fast one. i have a forum but the web suddenly closed. i really need to get my forum up again.

i need:
200mb+ space,
2gb+ bw,
FTP,
Php/Mysql,
mysql database,
cpanel,
email(smtp and pop3),
sub domains,
no file size limit,
php safe mode OFF,
frontpage extensions.

it's quite a big list. i apologise

it is something like canoop.com but they had PHP safe mode turned on so i am not able to upload files through php script and they have very slow download speed ~5kb/s.

php global mode is set to off,

I would guess that almost every other freehost is the same if not they are at risk.
