I'd suggest looking at layeredtech.com for that kind of server, I believe they have exactly that for $80, you'd just need to check the cPanel box when you order it.

I think the special you are thinking about sold out awhile ago, I cannot see if on their site anymore.
 
I agree that you should bump your budget a bit.

I have a box that I can release as a special that will suit your needs, but I can not do it for less than $89.00
