I'm wondering, if a host is selling VPS for $40/month, is the cPanel/Fantastico not yet included in the package?

I always see additional prices for cPanel and Fantastico like, additional $25.00 per month and something like that.

so that would be $40 + $25 = $65 a month? is that right?

If you want cPanel/WHM and the extra price is $25 for cpanel/WHM, yes, the total for that package would be $65/month.

The reason for this - is a VPS/Dedicated server, it costs the host lots of money to get a cPanel license (Its not like shared/reseller hosting, where the users share 1 cPanel license).

Yes, the cost of Cpanel isn't included usually, if the opposite is stated.

In dedi/vps environment, cPanel costs extra as it is your. It costs the DC money to get the license.
