Do you think with 30mb , you can make a proper website ?:p
You can't even put up PHP NUKE with 10 skins on a 30 mb of webspace!

Wise guy - free is free. 30 megs doesn't make it "complicated". Just because some other free host offers 200 megs doesn't mean that they are reliable now does it? There are many factors that make up the system of free hosting.

Why do you need to upload 10 skins? is it some kind of skin gallery site? Hope not. In fact, 30 mb is quite enough for simple genuine sites, even for blogs, they are providing you option to get more space when you become active in their forum.
Actually, people need to know how to properly utilize space. Since lots of forum, CMS and blog packages are available, most of the site owners install them, even though they don't need that much of features. Another wastage of space is keeping files for download, there are lots of free file hosts are available who even provide hotlinking.
Moreover, you will find thousands of free hosts, but Zoomcities is one of those few hosts who offer true reliable hosting. So, this offer is quite fair and wise one.

Which part of it is complicated to you?

I think 30MB can make a proper website for a normal person, but it depends on your own meaning of the word "proper" who needs to grow up now?
