Being a student, your school should be able to provide you with a domain name extension (.edu) with is ranked on top of .com/.org/.net/.biz/.etc in many search engines. They probably have space for you too if they have a site at all.

The CGI, MySQL, PHP 4 sound a little fishy. For a school website, you almost never have to use those things. You also obviously do not know what CGI is, as there is no such thing. I guess you're talking about Perl support. Anyway, you don't need PHP AND Perl. Only one would be necessary for building a website.
