There is an option in the Reseller Center of WHM where you can make a reseller able to create more resellers I believe.

It is one thing to use a reseller account to sell hosting, but if you are using the reseller of a reseller of a reseller then in my opinion there are too many middle men for the host at the bottom of the chain to operate efficiently.
