100MB-150MB Disk Space
1.5GB-2GB Bandwidth (i'm hosting dowloading site)
at least 1 MYSQL
at least 3 Subdomain
Possible with Plesk CP

99% Uptime
PHP
CGI-BIN
SSI
at least 1 FTP for each domain/subdomain
and FAST CONNECTION

Now I'm not sure whether each of the host up there provides everything you need, you'll have to check them out yourself. And since I've not used them before, I have no idea how good/bad their services are. But they are cheap, yes.

Well ... 2 GB is OK for a download site ... depending on how big the files are and how many times they are downloaded

i suggest going for
