Since we are just still in the beginning stages of this project our budget right now is upto $25. Our budget will increase as we grow.

specs are:
- full root access (can install own software)
- no interruption of server-side scripts (such as php scripts that keep running)
- at least 500MHz of server power guaranteed
- at least 128MB of RAM guaranteed
- at least 5GB of HD space
- no more then 20 users per hardware
- at least 100GB bandwidth
- should be 100MBit port
- domain does NOT have to be included

Do you mean per node? That would depend on the server hardware running the VPS's, some can only handle a few some a lot.

If this is important and not a misunderstood fact about VPS then specify XEN for the virtulisation.

We ran the 24 hour test and I am sorry but according to my coding manager your server is too slow and will not support the traffic we will acquire. Thank you for letting us run the test. But I am afraid we will have to keep looking.
 
Maybe you could give more info then to help other hosts that may bid.

Possibly you need more than you ask for?
