Just an FYI to the author of this thread ....

You should disregard almost all the responses in this thread because
these hosts are allowing IRC on their servers in direct violation of
the TOS policies of their respective upstream providers (Yes, I checked!)
and should those upstream providers learn they are running IRC servers,
all the servers owned by the caught host will likely be terminated.

The only host offer I see above that could legitimately say that they
allow IRC servers is fdcservers.net

amz: You should probably REALLY do research before you start degrading hosts on this forum.

We don't own a single server that doesn't allow IRC. Check Staminus.Net which is our DC.

How do you come in here and say many of us can't run certain services if you don't even do the research. I'd suggest if your going to research it that you find a different resource for information, your source is WRONG.

Quote from our datacenter's signup form:
PROTECTED IP: Select this option if these IPs will require advanced firewall protection or if you believe these IPs will be subjected to denial of service attacks. Services that will be used for IRC or IRCD purposes are required to select this option. PROTECTED IP addresses offer very advanced DDoS mitigation firewalling. Do NOT select this option if you do not know what it is.

Also here's their TOS please point me to the spot where I am in direct violation because if you can provide it, I'll gladly withdraw my complaint:
