I am currently the webmaster of a legal Dreamcast Emulation site. I run it with standard HTML and basic Javascript. The site has to be on 7 rotating free webspace accounts, as they do not offer enough bandwidth for us to cope with the hits.
Traffic through is generally 400+ a day(

Dreamcast emulation has a strong following, and the Developer on this site is passionate about what he does, and is continuing to develop homebrew releases for the Dreamcast.

The files on his site add up to about 25 meg (including html), though not all are downloaded on a daily basis. New releases do come out about 1 to 3 times a week, so the bandwidth would peak at that time.
