That is kind of a good idea.

It wouldn't need access to a database, Just make it like a browser sort of thing. With no feature to access any other site.

the app would really only need to display what we already see in a more phone friendly way. like facebook and myspace did. that is really it. i dont believe any db acess would be needed.

I don't really see then why it would even need to be an app in the first place, if it's a template change only. Just add the JS code for the iPhone useragent of the browser, then load the custom vBulletin template.
