Need to host my domain...but be cheap.

I come from a free hosting...but now I need to host my domain. So, can you suggest a hosting that:

less than $30.01/year
hosts my Domain
hosts anything I need (not illegal)
No adv that I don't want
100M space
200M/month bandwith
ASP
Access and MySQL(later)
Need a way to test (speed and uptime)
