<noscript> disables javascript or does it just say whatevers in between <noscript> and </noscript> to people whose browser doesn't support javascript?

It's like a <noframes> tag. People with JavaScript disabled will see what's between <noscript></noscript>, others simply see nothing.

Just a stupid question. But why would you want to diable a users javascript? Why not just NOT use javascript if you want it disabled?
