I think that ping test is always good idea, but at the same time I think that you have to ask the opportunity from them to upload or download file for that IP.

What are the advantages of using a download file over ping to establish hqhost.net server performance?
Using ping will only tell you instantanious lag time to the IP your pinging. (leave that to gamers where latency matters)
A test file will only tell you how fast 'you' can access a file download - basically if a box has 1Gb connectivity and all that bandwidth is accessible all the time you'd need a 1Gb line to test it to get an acurate result, some hosts point you to a test file on a 'very' quiet server
or an empty file which compresses giving a false rate.
In short test some sites on the server you need to test, a couple of static and a couple of forums is usually a fair test that way you'll get a realistic idea of responses to requests for pages and database info. (only a fair idea though)

Test files are one to watch, best one I found was a huge JPEG that I zipped, no compression downstream so it was an actual rate.
Lot of folks don't realise networks are actually quite clever and the protocols will compress data as it's transfered if it can, not great compression but an empty file will compress to next to nothing and shoot down as if it was sliding on hot butter - makes the transfer seem 1000 times faster than it actually is.
