You need to raise your budget alot.
 
Or risk it with a careless host. I don't give Shell access anymore for any amount of money because of the recent rash of DDoS attacks and hacking attempts.
 
Doubt you'll be getting any type of shell access unless you pay quite a bit of money for a host that would actually allow that. Not to mention most of them will make you send them a photocopy of your information. If you need webhosting, we offer a plan that might suit your needs if you don't need SSH access. (No IRC either.)

We give shell access after a scanned copy of the drivers license is sent to us (or photo ID) and the phone verification has been done. IRC is generally a risky server to run, hosts, do check on your providers for servers to see if they allow it. Some do not as they are prone to different forms of attacks.
 
Like utcrazy, we will allow Shell but at a very hefty price and only after the production of Photograph ID and verification that the client is in fact who they say they are.
 
We don't charge anymore, except for any extra processes they may run. If it is just for backup purposes, no problem. We just need the verification to have something we can use legally.
 
For $3 I can tell you for sure that no one will give you all that + SSH. You better raise your budget as everyone already said to $8-$12.

We dont allow SSH but Jail Shell is fairly ok, even tho we always require photoID.

Jail Shell is essentially the same, as you can do the same damage from SSH as you can from Jail. If the appropriate privileges are set, however, then giving SSH or Jail access is no problem.
 
I'd rather not host somebody for meer 3 bucks a month with 50GB bandwidth and shell access.
