Well if you want everything free then by definition, it's not a reseller account.

One of our 3 reseller account plans at Clubhost is available for FREE though ...

In a nutshell, there's no charge for your own web hosting account.
For that reseller plan, we waive the charges on your own account and
only charge you for the resold accounts that you create.

It's great for those who have no money to get started but who
are wanting to start their own web hosting company
