Small affordable VPS or shared

I am currently wanting a VPS for my future network of sites. It does not need to be a reseller, a plain CP is ifne.

B/c of the pricerange, I cannot afford enough RAM for cPanel. So some (the best!) free CP.

HHD: Between 3 and 5 GB's
RAM: The higher the better (enough for speeds to be good - your the pro not me)
BW: Maybe 30GB's to start? I wont go near that anytime soon, so maybe not so high?
MySql: Unlimited (or at least 10 DB's and users)
Email: I dont need any
Subdomains: I shouldn't need any
Addon domains: Unlimited (at least 10 - plan to buy some in the near future)
Managed (I would have no clue what to do)

The only reason that I state a VPS is because of speed. I LOVE fast loading sites. If you think that you can get relatively as fast speed and reliability, then feel free to post a basic shared plan. But if its shared, I hope to get CPanel or (I think its called) direct admin.

My site will be a small techno site, but everything that could be illegal in any way will be offshore in China. A friend is giving me access there, so I figured I could buy the plan here. But the plan is for only me, not us both.

Price: As low as possible (Nothing above 10, bu thopefully lower since the website yields about 17 cents a week lol)
