Whis is the fastest host there is? (I mean the webhost with extremely fast servers) And it should be english and free.

Fast free webhost? That is an oxymoron.
There are stable hosts, like Tripod, but they sure aren´t fast. Lunarpages has a decent speed for a webhost, probably the best out of all.

What about http://www.9cy.com/ ? They're a pretty fast free webhost. So is http://www.qwikpages.com/ , if you can put up with a 200 kb file size limit.
