how to set up sms phone payment?

Well. I think you need to think over your potential clients and try to be it. Wold you buy web hosting using SMS? What if your SMS service provider and your clients are located in different parts of the world? What would you do in this situation?
 
I suppose normally we refer to the bank which support phone payment. For security wise, I'll follow the rules of the bank.
 
Do a web search on 'Micropayments' it's a common term for SMS/mobile/voucher payments, there are processors but maybe not for your location, or that will accept for you from other locations without really hiking the costs.
